Federal Labor is confident of securing enough seats to govern in its own right and avoid having to deal with a crossbench of up to 15 MPs, which is 10 per cent of the House of Representatives.
But Labor accepts negotiation will be required to work with a Senate in which the Greens will have the sole balance of power, paving the way for a potential showdown on climate change policy.
