The Albanese government is set to lower its proposed caps on how much people can spend on their aged care in a lifetime in order to secure a deal with the Coalition to put the sector on a sustainable funding footing.
The deal, which will be announced as soon as Wednesday, also required the government dropping its election promise to impose criminal penalties on nursing home directors whose facilities fail new, strict quality standards.
