The government is not ruling out a union proposal requiring employers to fund the training of a domestic worker for every migrant they employ, as it closes in on a compact between business and unions at next month’s Jobs and Skills Summit.
Treasury, too, is pushing such a compromise by backing a higher immigration intake as being good for the economy while cautioning it cannot be the sole solution to the labour and skills shortages.
