Senate crossbenchers are resisting Coalition moves to overhaul university fees, with independent Rex Patrick declaring the plan "dead in the water" without a parliamentary inquiry.

The government will try and push through legislation designed to increase the cost of humanities degrees again on Thursday, but Senator Patrick and fellow crossbenchers Jacqui Lambie and Stirling Griff want the bill referred to a Senate committee for further scrutiny.
