Victorian Premier Daniel Andrews has apologised for the rotten culture in the state Labor Party uncovered by a corruption investigation, describing it as shameful and disgusting as he faces a fresh investigation into the red shirts scandal ahead of a November election.

A 236-page report by the Independent Broad-based Anti-corruption Commission (IBAC) and Victorian Ombudsman released on Wednesday condemned a “catalogue of unethical and inappropriate behaviour and concerning practices” inside the party.
