Victoria's Auditor-General is "actively considering" an investigation into the cost of the controversial firefighters pay deal, but any probe will not start until 2017.

As a meeting of the Victorian Country Fire Authority board concluded on Monday without a vote on the proposed enterprise agreement, it emerged that Fair Work Commission president Iain Ross has been a CFA volunteer for several years.
