A major review of higher education has recommended a return to a demand-driven, means-tested funding model for students from underprivileged backgrounds in an attempt to double the number of graduates by 2050.
The review says there needs to be a massive scaling up of both higher and vocational education, better integration between the two sectors, curricula that is more specifically targeted to occupations and more flexible in its scope and delivery.
