Industrial laws restricting the use of outside professional experts is stifling innovation and delaying university reforms, Macquarie University vice chancellor Bruce Dowton says.

Professor Dowton said the legalistic nature of enterprise bargaining agreements was slowing reform to lift the performance of Australian universities.
