Distorted funding systems that preference university over vocational education, confused responsibilities between the states and federal government and a lack of market information are undermining responsiveness to industry needs, the Business Council of Australia says.

At the same time, Australia is on the cusp of potentially profound reforms to the entire education system, from early childhood to postgraduate degrees, and must not squander the once-in-a-lifetime opportunity that three concurrent federal reviews present.
