Why would RBA upgrade economy and cut rates at the same time?

Reserve Bank governor Philip Lowe is under pressure to clearly signal whether the central bank will, for the first time, cut interest rates at the same time as upgrading its major economic forecasts.
Market pricing for a 0.15 percentage point cut to 0.10 per cent next month reflects anywhere between a 40 per cent to 70 per cent chance of this happening.
