Call me old school, but when it comes to government budget numbers that don’t lie, I always look for headcounts or average staffing levels.

That is why the first place I’ll go to in Tuesday’s federal budget lock-up is a table typically buried deep in the budget papers that shows these staffing numbers running back 18 years.
