Why headcount matters when it comes to budgets
As any finance chief will attest, the number of bums on seats tells you most of what you need to know about an organisation’s underlying size and costs.

That is why the first place I’ll go to in Tuesday’s federal budget lock-up is a table typically buried deep in the budget papers that shows these staffing numbers running back 18 years.
