Almost 10 years ago to the day, Wayne Swan still remembers the look of fear on the faces of Wall Street bankers and investors as they digested the meltdown of the global financial system.

The then-treasurer stood on the floor of the New York Stock Exchange as the Dow Jones Industrial Average plunged towards its biggest daily percentage loss – 7.3 per cent – since the 1987 stock market crash.
