Shift tax incentives from property to enterprises to lift productivity

I read with interest Allegra Spender’s column highlighting the lack of venture capital investment and the connection with productivity (“Falling productivity is a big deal”).
There is opportunity for government action to address two issues here: lack of business capital and housing affordability. This could be achieved by shifting tax benefits from residential real estate investment to productive business investment.
