Prime Minister Malcolm Turnbull has been pilloried over the last week for his plan to divvy up personal income tax powers with the states and territories.
Such was the uproar that few commentators realised the idea, though hardly new, was developed by the Department of the Prime Minister and Cabinet as part of its work on federation reform.
