When Malcolm Turnbull hit the 2017 "reset" button for his government, he also reactivated the Coalition's "zombie" cuts that have languished in parliamentary limbo, neither living nor dead for three long years.

Now omnibus bills are usually peculiar warty things that often are just a way to group a collection of smaller disparate measures in one handy-to-use piece of legislation. Without omnibus bills our Parliament would face even greater legislative log jams.
