Labor will create a two-tier system in which the only pensioners denied the full value of franking credits will be those with self-managed superannuation funds.

Opposition leader Bill Shorten has announced a "pensioner guarantee" that will exempt people on the age pension and other welfare payments from planned changes to dividend imputation.
