On the cusp of his 2007 election defeat, John Howard had an epiphany of sorts over his long and controversial approach to Indigenous affairs.

In a speech to the Sydney Institute, Howard reversed a decade of opposition to symbolic gestures towards Indigenous Australians by promising that, if re-elected, he would hold a referendum within 18 months to incorporate a “statement of reconciliation” into the preamble of the Constitution.
