Government to retain leverage over troubled French submarine deal

The Australian government will still be able to terminate the $90 billion French submarine project despite agreeing to the next phase of the contract.
And the government is yet to commit that the French-owned shipbuilder, Naval Group, will be handed the contract to build the submarines.
