London | British Prime Minister Boris Johnson has set the stage for a hard winter of lockdowns, introducing a new three-tiered system that will form the basis of a gradual ratcheting up of restrictions.
In a sombre address to Parliament early on Tuesday (AEDT), Mr Johnson said he had no choice but to apply the tightest tier ("very high") to beleaguered Liverpool, while a swath of other northern English cities and regions were held at tier two ("high").
