Experts say it’s unclear how Queensland Labor’s unconventional proposal to leverage future toll road assets before they revert to state control in 2051 would work, or help the government directly finance a new tunnel project under Brisbane.

Included in the Miles government’s budget papers this week was a nascent plan to resume operating the state’s toll road network when the concessional agreements with listed toll road operator Transurban expire.
