Labor parliamentarians were only just beginning their celebrations on Thursday as the Senate voted to deliver Chris Bowen the biggest political and legislative win of his career.

After months of bruising talks, brinkmanship and a final breakthrough this week, Greens leader Adam Bandt agreed to pass the climate change and energy minister’s keystone heavy industrial and resources emissions reduction reforms – known by the horribly impenetrable and tautological name of safeguard mechanism.
