The landing of Bill Shorten's climate change policy was always going to be a difficult one for the federal Labor Leader.

Climate and energy policy have dogged both major parties over the past decade, but no more so than Labor, ever since former prime minister Julia Gillard promised there would be "no new carbon tax" under her government just before the 2010 election.
