National Australia Bank is the biggest individual loser from the royal commission's final report, with Commissioner Ken Hayne declaring he is not convinced that chief executive Andrew Thorburn and chairman Ken Henry have learnt the lessons of past misconduct.
Commissioner Hayne has also sensationally "invited" the corporate regulator to consider whether at least three companies considered to be the worst proponents of the fee-for-no-service scandal should face criminal penalties of up to 10 years' jail or hundreds of millions of dollars in fines.
