Port Adelaide Enfield Council endorses master plan for Semaphore foreshore redevelopment
A final master plan to overhaul the much-loved foreshore at Semaphore has finally be endorsed by Port Adelaide Enfield Council after three years of work. See the designs.

A skate park, playground, new kiosk, large water play area and relocated train hub are part of the final plan for the long-awaited Semaphore foreshore redevelopment.
Port Adelaide Enfield Council this week endorsed the master plan for the site, following community feedback to include more trees, lawn areas, barbecues and an ‘activity hub’.
First flagged in 2021, the council has previously released two draft versions of the plan for consultation on the proposed works to the ‘central plaza’ area.
Two other stages of the project, north and south of the plaza, will be developed at a later stage, with the total cost of the project expected to be $23m.
Mayor Claire Boan said the foreshore rejuvenation would still keep the much-loved carousel and retain the monument location.
“We love Semaphore and we know our community does, too,” Ms Boan said.
“We are working to reinvigorate the foreshore to ensure the popularity of this beachfront destination long into the future, while also staying uniquely Semaphore.”
Ms Boan said integral to the final plan being endorsed was community feedback from April, which included 959 submissions and engagement with 260 school students.
“The comments and feedback we’ve received throughout this process have been essential in helping us to create something exciting and new, but also something that remains true to what Semaphore is all about,” she said.
The exact design elements for the activity hub, water play area, skate park and playground will be part of a detailed design in co-ordination with key stakeholders.
The works were scheduled to begin in 2026/27. The council has also applied for a $10m federal government grant.
