A convicted pervert who is facing a number of child exploitation material charges including allegedly filming children in public using a “spy” camera has asked to be sent home to his mother’s house.
Jason Lee Pipe, appeared in the Port Adelaide Magistrate Court in January, making the application for home detention bail to his mother’s address.
Police allege Mr Pipe had a large amount of child exploitation material on his electronic devices and were opposed to all forms of bail.
The court heard that police will allege Mr Pipe had set up a ‘spy’ camera to film minors in public places in January 2022, mainly children ranging from the ages of two-years-old through to 17 years.
“These are very serious allegations,” the police prosecutor said.
“He would [allegedly] covertly record children in public places, beach, playgrounds, shopping centres, anywhere where they would be accompanied by a parent.
“The filming he (Pipe) [allegedly] was doing had emphasis from the behind and there is almost further material that has been downloaded from the internet.”
The court also heard Mr Pipe was convicted for the same offences back in 2019 in the Northern Territory – for filming children in public settings and was placed on a suspended sentence.
“Any form of bail will not protect the public, he will need a mobile phone for home detention bail,” said the police prosecutor.
Mr Pipe applied for bail in the supreme court in December 2022, which was dismissed.
Mr Pipe’s defence counsel asked Magistrate Paul Foley to still be heard on the application, despite the Supreme Court’s ruling.
“The reasons for refusal relate to particulars surrounding Mr Pipe’s mental health,” said the lawyer.
“He wishes to reside with his mother in what is deemed a complex … his mother denies there is any frequency of children attending in the area.”
Given the Supreme court ruling, Magistrate Foley adjourned the matter to read through the material and ordered a home detention report.
Mr Pipe will return to court later this year.
