Harold Crane celebrated the opening of Highfields Central along the New England Highway on Thursday, with the launch supported by Toowoomba Mayor Paul Antonio.
Mr Crane, who invested $2.5 million into the precinct, already has Lifeline, a real estate agency, a florist and a kinesiologist locked in as tenants.
He said Highfields represented steady growth for the region.
“Highfields is now as big as Warwick according to the mayor, it has a four per cent growth and it’s certainly got a wonderful expansion rate,” Mr Crane said.
“When you look at what Toowoomba has got behind it, it’s got defence, education, shopping, retirement villages and its own manufacturing industry.
“I think Highfields is a part of that.”
There are two vacant spots in the centre.
