Residential development has been hampered by a series of issues in key Toowoomba growth corridors.
That was one of the findings in a report into the availability of land across the region, which the council released this week.
The report identified land fragmentation was a core constraint in the delivery of development in Glenvale.
This was also an issue in the growing area of Drayton, as was the absence of water and sewerage infrastructure.
This infrastructure currently terminates at Devonshire Street, with the council anticipating it would be extended south between 2021-2025.
The report stated that 50 per cent of the land within the Toowoomba region was held by known developers, and 25 per cent of this was owned by one known developer.
Several areas in the region were considered highly sought after, including land at Darling Heights, Highfields and Meringandan and Middle Ridge.
Councillors discussed the findings of the report in a committee meeting on Tuesday.
