Enhance Property Investments lodge plans for Hungry Jacks on Anzac Ave near Puma service station

Plans have been lodged for a third drive-through eatery on the same block, and if approved would be the third fast food store in close proximity to a childcare centre.

A third drive-through eatery looks set to be added to the same block in Toowoomba, with a national fast food tenant’s third outlet submitted to council.

Applicant Enhance Property Investments No 5 Pty Ltd lodged the application for a new Hungry Jack’s restaurant on Anzac Ave in Harristown, next door to the existing Puma service station.

If approved, the eatery would be just a couple of doors up from another two drive-through outlets – an Oporto and a proposed Stellarossa – near the intersection of Anzac Ave and Devine Street.

A childcare centre is sandwiched between the three outlets.

According to the report by Precinct Urban Planning’s James Williams, the new development will replace a previous approval from 2017 for three food and drink outlets on the same 3000 sqm land parcel.

“The proposed development will operate 24 hours per day, seven days per week,” the report said.

“Overall, the proposed building will have a footprint of 304 sqm, translating to a site cover of 10.2 per cent.

“The proposed building will have a GFA of 256m² and will include dining areas, order/pick-up counters, self-serve kiosks, amenities and a back of house area consisting of a kitchen, cold room, freezer, plant equipment, bin storage room and an office.

“Externally, the proposed development will consist of drive-through facilities, plant equipment, bike racks, carparking areas and loading areas.”

The application also included several extra reports in noise and traffic impacts, odour, stormwater, lighting and landscaping.

Council planning officer Tamara Katai has replied with an information request, raising a number of issues with the application including the visual clutter of the 17 proposed advertising signs.

“Notwithstanding the adjoining service station and non-residential land opposite Anzac Ave, on balance, the proposed number of advertising devices, and the scale of some proposed, is considered to contribute to visual clutter and is inconsistent with the amenity of the area and that of the zone,” she wrote.

“Furthermore, the need for the number and scale of proposed advertising devices is also questionable.”

Other issues listed by the council surrounded parking, earthworks, impacts on neighbours, acoustics and lighting.

Because the proposal is “impact-assessable”, the application will need to go to a special meeting of council.

Residents and neighbours will be able to have their say on the development once community feedback has opened.
