Qantas brings forward resumption of international flights to November 14 after federal government confirms international borders will open next month with uncapped travel and 7-day home quarantine plan. Construction and authorised workers in Victoria face a jab mandate as part of the state's road map to reopening. The state reported 1143 new cases and three more deaths, a dip in new infections in the past 24 hours. NSW has 15 deaths and 864 local cases, as numbers continue to trend down. Queensland had two new cases. Scott Morrison is set to announce the reopening of international borders.
