The ACCC is investigating Nippon Paper’s $1.7bn acquisition of Orora’s paper packaging assets which effectively re-creates the old Amcor business.

Amcor created Orora to house its packaging assets and Paperlinx for its paper assets and Nippon acquired the paper business.

The Nippon purchase from Orora moves it further up the value chain to compete with market share leader Visy Industries which has around 60 per cent of the cardboard box market.

Under the Orora deal Nippon will move to around 35 per cent market share.

The ACCC is concerned at the effective consolidation of the market.

Nippon through its Australian Paper armed used to supply paper to Orora’s box making operations.

The deal was unveiled in October and the ACCC will make its decision in February next year.
