ACH Group unveils development plans, including $120m Rose Park retirement tower

ACH Group has announced a $190 million investment in two major aged care developments – including a 12-storey luxury eastern suburbs tower set to be Fullarton Rd's tallest building.

Aged care provider ACH Group has unveiled plans to invest $190m in two new major developments, including a luxury tower that would rise to become the tallest building on Fullarton Rd.

Designs for the $120m high rise complex, proposed for the corner of Fullarton Rd and Hewitt Ave, include 72 retirement living apartments across a total of 12 levels, with a restaurant, private dining room, cinema room, library and rooftop terrace.

A health and wellness hub would feature a consultation room, fully equipped gym, pool and spa, adding to what ACH describes as a development that would “set a new benchmark in retirement living”.

The project will also include a restoration of heritage-listed Vasey House, which occupies part of the site.

A second $70m project is proposed for the former Dover Gardens Primary School site, where ACH is planning a new residential care home for 150 residents

ACH Group chief executive Linda Feldt said the organisation was “leading the way in reimagining residential aged care and retirement living”.

“We are making a significant investment in residential aged care and retirement living at a time of unprecedented and growing demand,” she said.

“These developments increase choice and capacity for older South Australians while creating vibrant communities people can, and want to, be part of for years to come.

“Our Rose Park development is a unique, premium offering where historic preservation meets state-of-the-art technology, and sustainability.”

The Dover Gardens development has been designed as 10 small homes with 15 rooms each, which ACH said delivered on the aged care royal commission’s recommendation for “home-like” environments in aged care.

“Our approach epitomises best practice, combining the warmth and familiarity of a small home model with the highest quality care and support,” Ms Feldt said.

“We are creating genuine home-like environments which promote reablement and incorporate layouts to help older people feel comfortable and connected.”

Plans for the Rose Park project have been lodged with the State Commission Assessment Panel, and builders are expected to be appointed in mid-2026.

Construction of the Dover Gardens project is expected to begin in the second half of next year and be completed by mid-2028, following approvals from the Marion council.

Seniors and Ageing Well Minister Nat Cook said: “We welcome investment from non-government organisations such as ACH Group, which bring diversity and support choice for people to age well. Older South Australians want housing that is appropriate, secure, and diverse.”
