Caringbah: Defects uncovered at Hinkler Ave apartment development

A failure to properly build a development in Caringbah has led the state’s building watchdog to issue urgent repairs on the apartment block, which cannot be occupied until faults are fixed.
A NSW Building Commission inspection uncovered two serious defects at the apartment building at 17-19 Hinkler Ave which threatened its stability.
A NSW Fair Trading-published report found an insufficient number of reinforcements in the concrete slab above the columns failed to meet Australian building standards and compromise the “structural performance of the building”.
The structures which bear the load of the structure were described as “underestimated” and “under designed”.
“As a result, it is likely to cause inability of the load bearing elements such as columns and slabs withstand the loads,’’ the report stated.
The other defect found the load path – which is designed to support the structure – was discontinued and therefore compromised the building’s structural integrity.
“As a result, it is likely to cause inability of the building (to) withstand the exerted loads path,’’ the report stated.
Along with the work rectification order, the trustee for Caringbah Capital Trust was slapped with a prohibition order on occupancy, forbidding residents to move in until the defects are fixed.
Orders must be complied with between 48 hours and 10 weeks since January 24.
Before the defects were discovered, a commercial real estate agent advertised the development as having 18 apartments with a medical centre proposed on the ground floor.
The unit block, near Sutherland Hospital, sits on a 1115sq m site.
