Cops have charged five young people in relation to the crash.
The crash came just days after cops set up Strike Force Viper to tackle the escalating youth crime problem in Alice Springs.
Alice Springs Mayor Damien Ryan said the strike force was welcome news to target the crime issue.
Mr Ryan said the issue wasn’t just anti-social behaviour but gang related activity.
“We need a strike force to interrupt this gang mentality that is really affecting our community safety,” he said.
“It is not anti-social behaviour, I think it is a group trying to show off in front of another group and we are paying for it as a community.”
Police Minister Nicole Manison said three new police squads would be graduating in the coming months with 45 officers to be sent to Alice Springs.
Alice Springs Nails & Spa manager Tommy Nguyen said they had been broken into twice in a week.
“I feel sad about it because it’s happened twice in a week. Crime is quite bad,” he said.
Member for Braitling Joshua Burgoyne has set up a fundraiser to help Mr Powell’s family during this time.
“Shane’s mother and sister have flown to Adelaide to be by his side at this time and his brother is already in Adelaide,” Mr Burgoyne said.
