Mr Carroll previously was working in other roles within Corrections.
But Ms Lake has refused to say why it took 25 weeks to fill the position, saying she needed to protect the confidentiality of applications.
“Unfortunately it was unsuccessful in finding a candidate,” she said.
“Following completion and close out of that process, the department identified a need for immediate and strong leadership at the Alice Springs Correctional Centre.”
The department then made a direct appointment to make Mr Carroll the general manager.
Ms Lake acknowledged delays through the process.
“Some to do with a specific process itself, which I can’t comment on for confidentiality reasons, some to do with operations of the department.”
Speaking in NT Estimates, deputy opposition leader Gerard Maley said he was puzzled at the lack of answers in regards to the search for a candidate.
“It seems to me that six months for recruitment process is excessive,” Mr Maley said.
