The Straits Times reports that the man, identified only as Shanmuganathan, will receive a formal commendation for his quick thinking with a Public Spiritedness Award.
The man was repairing roads nearby when the accident happened on Thursday.
It is unknown how the toddler managed to get her head stuck between the rails of a clothes drying rack.
He is said to have leapt into action, climbing up to the second floor to free the three-year-old.
A co-worker then climbed up afterwards to help him.
A spokesman for the Singapore Civil Defence Force said they received a call alerting them of the incidentbut that the girl had been freed by the time the firefighters arrived at the scene five minutes later.
A ladder was used to bring the workers and the girl back down safely.
