The former daytime TV host has been accused of creating a flood risk as well as disturbing Roman ruins, The Sun reports.
The comedian, 67, and her wife Portia de Rossi, 52, allegedly made a “technical breach” when they built a single-storey extension to the Cotswolds property, a source told the Daily Mail.
The couple moved to their farmhouse last November after Donald Trump was elected US President.
While the pair have been enjoying the English countryside, their nesting has left their local parish councillors furious.
Cllr Rosie Pearson, the youngest of the late Viscount Cowdray’s six children, contacted local planning enforcement officers over fears that DeGeneres’ building work would “increase flood risk in the village”.

The showbiz couple’s £15 million ($A30 million) house is also within spitting distance of Roman ruins, which also worried the councillors.
A note from the parish council minutes said: “The onus is on the owner to report any historic remains uncovered.”
It adds: “Concern was expressed by residents that the hedge and wire fence could increase flood risk in the village’ if rubbish was swept down and ‘caught on the fence’, thereby ‘limiting flow across the field.”
A spokesperson told MailOnline that the Roman ruins are more than 200 yards from Ellen’s property and that the work was “completed to a high standard”.
DeGeneres “quit” America after President Trump stepped back into power. She has reportedly said that she is “never going back” to the US.
According to The Wrap, President Trump’s recent election sparked the move, and funny woman’s $US27 million ($A43 million) Montecito, California mansion is quietly on the market.
In 2020, DeGeneres was accused by former staff and visitors on her talk show of promoting a “toxic” and “mean” working environment.
The Daytime Emmy-winner has since joked about being “kicked out of show business”.

During her Netflix special, “Ellen DeGeneres: For Your Approval”, the comic said: “I decided to take up gardening.
“I got chickens. Let me see what else I can tell you about that’s been going on …
“Oh yeah, I got kicked out of show business … Yeah, the ‘Be kind’ girl wasn’t kind. That was the headline.”
The comedy show was described as the star’s farewell to the industry.
DeGeneres announced her “final” stand-up tour in May, and has since made the jump to the British countryside, swapping out the high-life for hillsides.
Other celebrities who live luxuriously in the Cotswolds include Kate Moss, Amanda Holden, and the Beckhams.
Taylor Swift even rented out a pad there during her phenomenally popular Eras Tour.
