Earlier, undercover police vans and uniformed officers gathered outside near the corner of Glenferrie Rd and Gordon Grove.
The road was closed in both directions between Dandenong Rd and Wattletree Rd causing trams to stop and traffic to bank up and drivers are still being urged to avoid the area.
A police media spokesperson said Victoria Police was conducting a safety check and investigation.
