A man, believed to be in his 20s, was assessed at the scene.

He was taken to the Royal Melbourne Hospital in a serious condition.

Victoria Police Leading Senior Constable Rohan Imms said police were called to Camp Road after reports a man had been shot in the leg.

Police established a crime scene around and address on Camp Rd and an industrial building that appeared to be abandoned.

Nearby residents said they had heard yelling like a group of men arguing, before loud bangs rang out.

One witness said there was a group of men exchanging blows.

Kitchener St resident Sara Stevenson said she was on her back yard and heard shouts and a bang like a shot that send the group scarpering.

“It sounded like some teenagers having a bust up,” she said.

“A bunch of guys were having an argument then there was the bangs and then three or four cars whipped up the street away from here.”

A neighbour said the car park had become a hot spot for unsavoury characters to linger, and was rumoured to be meeting spot for drug dealers and a known spot for hoon driving.

One young man who asked to be referred to as Wally, and his parents said a man had been lying in the middle of the road at about 2pm.

A woman from the household, translating for her husband, said he had thought the young man had been struck by a car but now believed he may have been the victim.

“He thought he was hit by a car because he was lying right in the middle down near the bus stop,” she said.

“And then all the police and ambulance came.”

Another Camp Rd resident said he had heard commotion like men yelling and swearing up the road too far away to make our their words.

“They were up there yelling, one or two men swearing,” he said.

Another Camp Rd resident said he saw a group of about six men standing around the white Ute with the victim lying on the nature strip.

The witness said they were with a patient transport vehicle he believed the group had flagged down to come to provide medical assistance.

“They were probably pretty frantic with their own patients and then this guy to look after,” he said.

The man also said police had retrieved a bloody knife and a cup from his front yard.

Another member of the group of young men had been also been seen being taken away in cuffs by police

Police had set up a second crime scene in the car park of Seabrook reserve, about 1km away from the Camp Rd scene, which was believed to be the site of the shooting.

Investigators had roped off an area and were seen taking a swab of what appeared to be blood, splattered on the ground.

Detectives from the armed crime taskforce are investigating the shooting.

The distance between the shooting scene and where the man was found on Camp Rd is about 2km.

It is likely police will investigate whether the man was shot after agreeing to meet someone at the reserve.

Many of the non-fatal shooting attacks which have dogged the northern suburbs in the past 20 years have unfolded after meetings in parks and other public spaces.

It is unclear whether the car found on Camp Rd is linked to the victim or whether the case is connected to any other violence in the area.

Anyone who witnessed the incident or with information is urged to contact Crime Stoppers on 1800 333 000 or make a confidential report at www.crimestoppersvic.com.au
