The driver of a car that hit and killed a young boy in a freak driveway accident near Ballarat has been identified.

Noah Jene Isacc, 8, tragically died when he was struck by a vehicle on Park St in Delacombe just after 4pm on Saturday.

The driver of the car, a friend of a grandparent, remained at the scene to assist police.

It’s believed Noah was playing in the driveway of a property before the tragedy occurred.

Noah’s heartbroken mother, Daisyanna Coates, said she could “barely function” since her son’s death.

“RIP my little boy Noah Jene,” she wrote on Facebook.

“I don’t know what I’m going to do without you.

“I love you so much.”

Grandmother Kathleen Coates said the Newington Primary School student was funny, smart and a joker.

She said he loved dogs, camping and playing “letters and numbers”.

“He had empathy and love for everyone,” she said.

“He would get emotional if he saw something sad and when something funny happened, he would crack up.”

Ms Coates said her grandson adored being around his family and idolised his mum.

“My days will be empty now,” she said.

“I loved home schooling him … he talked about things that most adults didn’t understand.”

Hannah Medley said her nephew was a “beautiful boy”.

“He was a really nice kid that instantly got along with my kids,” she said.

“He was a smart, loving boy that will be so very missed by everyone that knew him.”

Randall Coates said the pain of losing his grandson was “indescribable” and urged drivers to stay vigilant in driveways.

“Please always remember to check around your vehicles in driveways when children are anywhere in the area,” he wrote on Facebook.

“If the worst happens, the pain on the whole family is indescribable.”

Mr Coates said he loved taking Noah for rides on his motorbikes.

Tributes flowed on social media on Sunday with family and friends describing Noah as an amazing kid.

Matthew Mclean said Noah had a “gorgeous soul” and Katie Lee said he was going to be missed.

On Saturday, a woman was seen falling to her knees behind the police cordon on Park St about 5pm while being comforted by another man.

A neighbour was shocked to witness the tragic scene.

“I got home from work and thought ‘What’s going on?’” he said.

“Then obviously when the helicopter landed and shut its engines off, it was a clear sign something bad had happened.

“A little bit too close to home, one of those situations.”

A Victoria Police spokesperson said on Monday that detectives would continue to investigate if any offence had been committed.
