Tens of thousands of Covid fines remain unpaid as Victorians refuse to stump up, new data has revealed.

Victorians are refusing to pay Covid-19 fines, with almost 30,000 infringements outstanding.
Latest data released to a parliamentary inquiry on Tuesday revealed 28,356 fines remain unpaid.
That compares to just 5807 that have been paid in full and about 3000 under a form of payment plan.
Failure to recoup the fines comes despite a $1m government investment to set up up a concession scheme for offenders.
The Covid-19 specific scheme was intended to be used by eligible concession card holders.
Just 224 applications have been made under the scheme, with 209 of those granted.
It means it has cost the government $4,784 to recoup each of the $209 infringements recovered under the scheme so far.
In June, the government admitted just $15m of the $100m Covid fines issued had been recovered to date.
The opposition has repeatedly called for outstanding Covid fines to be reviewed and, where appropriate, withdrawn.
