Plans for a public pool complex on the Yarra River receive setback

PLANS for a 25m pool on the edge of the Yarra that could be converted to an ice-skating rink in winter have hit a hitch.

A BOLD plan to create a public pool complex and wetlands on the Yarra River in the CBD has received a setback.

Melbourne City Council has rejected a $175,000 funding application by the backers of Yarra Pools to help mount a business case for the north bank project.

While the group’s proposal to redevelop the historic ­Enterprize Park and Turning Basin precinct has previously been aired, new features have been added.

These include a 50m heated lap pool enclosed by glass under the rail viaduct on Flinders St, and an open space called Pool Square.

The central concept involves a 25m pool on the edge of the Yarra that could possibly be converted to an ice-skating rink in winter.

There’s also an option for a natural pool in the river, ­depending on water quality. Other features include kayaking, canoeing and fishing ­access points, a swim school, change rooms and wetlands.

In a submission to the city council, Yarra Pools co-founder Matt Stewart said his not-for-profit group sought a 50 per cent contribution towards the estimated $350,000 needed for the development of a business case.

“We seek to co-create a recreational facility that enhances place and community, health and wellbeing and environmental, cultural and sustainability outcomes for the Yarra River and its environs,” he said.

In a report to be considered by councillors today, council management said it was an ­interesting concept.

But, they added, it was the responsibility of Yarra Pools to develop an independent business case that showed the project could cover capital and operating costs.

“There are also a number of other proposals from different groups for projects of this type and in this area,” they said.

The council will spend $200,000 for scoping work on an elevated park between Flinders St station and Docklands as proposed by new Lord Mayor Sally Capp.

The project, based on New York’s High Line, a former city rail track that is now a tourist ­attraction, would use the ­Flinders St rail viaduct as part of the route.

Supporters of Yarra Pools include Swimming Victoria, Life Saving Victoria, Yarra River Business Association, Yarra River Keeper and the Wurundjeri council.

The cost of the main pool alone is estimated to be about $8 million.
