Melbourne’s top 15 suburbs that dish out the most speeding and red light offences have been revealed and non-local drivers are being detected seven times more frequently than those who live there.

Heidelberg is ranked as the suburb in which speeding and red light infringements are handed out the most with more than 23,000 offences detected in just three months.

The CBD, Avondale Heights, Frankston, Moorooduc, Rowville, West Melbourne, Footscray, Sunshine West and St Kilda are among the 10 suburbs raking in the most fines from fixed cameras.

Of the top 15 suburbs, which also includes Chadstone, Keysborough, Southbank, Oakleigh East and Bundoora, 88 per cent of fines were handed to non-local drivers.

Visitors to those suburbs clocked up more than 186,000 fines while residents were handed just over 24,800 fines in the three month period.

Those 15 areas account for almost half of all fixed traffic camera offences across the state.

The state government says the data shows locals are aware of where fixed traffic cameras are located and subsequently change their driving behaviour.

When mobile road safety cameras shift locations, the balance between fines given to locals compared to non-locals becomes far more even.

Parkville, Hoppers Crossing, Craigieburn, Wodonga, Reservoir, Kensington, Port Melbourne and Werribee are among the top 10 suburbs raking in the most fines from mobile cameras.

Mickleham, North Melbourne, South Yarra, Highton, Pascoe Vale, Richmond and Grovedale round out the top 15 areas for mobile camera offences.

Police Minister Anthony Carbines said it wasn’t acceptable to only slow down in areas where drivers are aware of a fixed traffic camera.

He said the fact that the state is once again on track to record a higher number of deaths on the road should serve as a timely reminder for all drivers.

Last year’s deadly road toll reached a 15-year high after 296 lives were lost on the state’s roads.

“Every time a driver chooses to speed or run a red-light, they are playing a dangerous game and putting lives at risk,” he said.

“It’s not good enough to only follow the road rules when you know where road safety cameras are located. It’s incumbent upon all of us to do the right thing every time we drive to keep everyone safe.

“It has been such a devastating year on our roads and it is so important that Victorians are making safe choices and obeying the law when using the roads.”
