Disgraced police officer axed over ‘blackfellas’ photo, inappropriate conduct

A predatory cop who made derogatory comments about a colleague, slept with multiple women he met on the beat and made a racist slur has been dismissed. Here’s what he did in detail.

A cop who had sex with multiple women he met at police incidents sent one of his lovers a photograph of an injured African child he arrested with the message “chasing blackfellas and got him”.

Former Senior Constable Paul Rabbas was dismissed by Victoria Police for disgraceful conduct ranging from sexually explicit emails to serious human rights abuses.

The disgraced cop fought to hide his identity but lost when his appeal against the dismissal failed late last year.

Rabbas, 51, arrested an underage African male who suffered injuries and bleeding to the face on February 4, 2018.

He took a photograph of the child in custody and sent it to one of his lovers – the wife of a police colleague – with the caption “chasing blackfellas and got him”, according to Police Registration and Service Board documents.

He later asked her to delete the photo “because he could get into trouble”.

Prior to this Rabbas lied to his managers about his affair with the married woman.

He eventually told a senior police officer about their relationship, however, it is alleged he claimed to the officer her husband had been subjecting her to family violence and had also “coached” her not to co-operate with police about the matter.

During the affair Rabbas searched the LEAP database for personal details about a woman he met at a police incident.

Rabbas contacted her on social media and met up with her while on patrol duty before they began a sexual relationship in May 2017.

The relationship triggered an investigation by Taskforce Salus, which investigates sexually predatory behaviour within Victoria Police.

It is alleged he told the woman to erase their Facebook messenger history and “lie” to detectives by stating they met on Instagram and Facebook.

Five months later he began another sexual relationship with a woman he met on the beat.

It is alleged he drove past her home in July 2018 and performed a vehicle registration check on a car parked across her driveway.

He discovered the car belonged to her former boyfriend and disclosed his knowledge of this to her for his “own personal interest”, the documents state.

Rabbas also sent a series of sexually explicit emails to a police member about a new female employee in May 2017.

The emails commented on her physical appearance, referring to “big titties” and that “she would be dirty” and that he wanted to get her on his boat.

The review by PRSB last November found the decision to dismiss Rabbas was not harsh, unjust or unreasonable.

It regarding his actions as “individually and cumulatively capable of eroding the integrity of Victoria Police”.
