FLOODING at an apartment complex left residents high and dry after the buildings fire hydrants were deliberately opened.
Emergency services were called to a hotel in Southbank at 9.40pm last night
It is alleged a 27-year-old Traralgon man opened every fire hydrant from levels 1 to 18 inside the City Road building.
The man then allegedly barricaded himself in a lower floor office before being arrested.

The man was taken to hospital for assessment.
Up to 120 people were evacuated from the building because of the severity of the flooding.
But there have been no reports of injuries.
Once evacuated, the MFB turned all fire hydrants off and immediately conducted a salvage operation with the aim of mitigating further water damage
A number of calls were made to triple-0 and fire crews arrived within three minutes.
The incident was deemed under control at 10.20pm but the building will remain unoccupied until the Municipal Building Surveyor inspects the building.
