Melbourne Cup organisers have submitted a plea to the State Government to allow crowds at the iconic Spring Racing Carnival.

With the state in lockdown, the Victoria Racing Club has submitted revised Covid-safe plans with the government in the hope of avoiding a spectator-free event for the second year straight.

The VRC had hoped to fill the stands and the famous Flemington lawns with 60,000 fans a day at the four days of the carnival.

But VRC chief executive Steve Rosich said revised expectations were now needed.

“In light of the ongoing outbreak and extension of restrictions in Melbourne, we are now adjusting our Carnival plans to cater for a reduced crowd,’’ he said.

“We are working with the Government on our scenario planning, including crowd limits and the event parameters, with these plans including priority access to VRC members.’’

The VRC confirmed no spectators, including members, would be allowed at Flemington for the start of Spring Racing this Saturday on Sofitel Girls’ Day Out.

The crowd numbers sought for the Cup Carnival have yet been announced but the VRC is hopeful at least some punters will be allowed trackside.

“After last year’s spectator-free event, the VRC is firmly focused on delivering a very special and memorable Melbourne Cup Carnival that enables everyone across Australia to revel in the spirit of the Cup,’’ he said.

“Subject to receiving the required Victorian Government approvals of our COVIDSafe event plan, we will communicate with members in late September the detail for the Carnival.’’

If crowds are allowed at Flemington, they are likely to have to enter a ballot.

“We are fortunate that our Melbourne Cup Carnival is later in the Victorian spring racing season, which provides us with more time to secure and implement our plans,’’ he said.

The Melbourne Cup Carnival kicks off on October 30 with Victoria Derby Day.
