Investigators say the Hyundai Tucson was allegedly taken from the vicinity of a medical centre on Bush Boulevard around 10:20am last Friday.
The car was found at a Home Maker Centre on Plenty Road about 20 minutes later.
The infant was found asleep inside the vehicle.
CCTV footage shows the offender taking a phone call shortly after dumping the vehicle.
Sgt Wassell said the child’s mother was inconsolable after the incident.
“As time’s gone on she’s getting better. It was hard to get information out of her because she was extremely distraught,” he said.
“I couldn’t imagine how she’s feeling or how she felt.
“It’d be a horrible experience that will stay with her for a long time.”
The man was remanded in custody to appear at the Broadmeadows Magistrates’ Court today.
