Animal Justice Party calls for mandatory rehoming of animals used for research tests
Dogs and cats that have spent their lives being tested in labs would be rehomed under proposed changes to Victoria’s animal welfare laws.

Dogs and cats used in Victorian labs and medical research facilities must be rehomed by a certain retirement age under a new push to strengthen animal welfare laws.
It is only “recommended” to rehome animals that are used for testing across the state, which means many research organisations don’t work with rescue groups to give animals a second chance.
A new report prepared for the Victorian government has called for the implementation of a mandatory rehoming program for all suitable dogs and cats used in these facilities, with a specified retirement age.
Animal Justice Party MP Andy Meddick – who chaired the Taskforce on Rehoming Pets – said the “right to release” cats and dogs used in research would be a “historic step” for Victoria.
“I am no fan of using animals in research in the first place, especially when there are effective alternatives available, however as long as it continues, giving companion animals a second chance afterwards is the least we can do,” he said.
If accepted, Victoria would the first Australian state or territory to do so.
Humane Research Australia chief executive Rachel Smith said 2706 domestic dogs and 436 domestic cats were reported to be used in research across the state in 2019.
“The cats and dogs that are used in research are no different than our beloved pets,” she said.
Beagle Freedom Australia president Nikki Steendam has given hundreds of beagles and other breeds a new chance at life.
Ms Steendam said mandating a release was important because creating relationships with research facilities to rehome dogs was often difficult.
“This would ensure that all the animals that don’t currently have the opportunity to get a second chance at a new life, get a guaranteed chance,” she said.
