A boy has drowned while swimming metres away from family at a caravan park pool on the Mornington Peninsula.
The 10-year-old was found unresponsive in a swimming pool at the Capel Caravan Park on Eastbourne Rd on Friday at about 6.20pm.
Paramedics treated the child at the scene before he was flown to the Royal Children’s Hospital.
“He sadly passed away later that evening,” a police spokesman said.
The caravan group’s Chief Operating Officer Peter Nisson said the family involved were the only people at the pool and were having a quiet barbecue.
He said the father and grandfather were supervising, and were “absolutely” close to the pool when the drowning happened.
“No one understands how it happened,” Mr Nisson said.
“There is no reason to think that it was anyone’s fault in the face of this tragic thing.”
“The children were in the pool, they were being supervised and for what reason no one can understand the young man has now passed,” he said.
“It wasn’t party time, it was a quiet family time.”
Mr Nisson said a passer by raised the alarm and caravan park staff assisted with CPR.
“Two maybe three ambulances arrived with police, they tried to help the young man for some considerable time.”
“As far as we know all the necessary safety is in place, it’s fenced, there are signs.”

The grandfather is a resident at Capel Caravan Park, which is a residential park.
It’s understood his family was visiting him for the day.
The pool at the caravan park has been closed for the day and a staff member, who did wish to be named said it will not be reopen at this stage, “no matter how hot it is”.
One staff member who was there at the time of the incident used an on-site defibrillator in an attempt to save the boy before paramedics arrived.
The pool is between 0.9m to 1.8m deep.
The barbecue and seating area is within 10m of the water.
Police will prepare a report for the Coroner.
