VICTORIA will consider going it alone on a broad inquiry into NAPLAN after a bid to review the test’s content failed to win national support on Friday.
But any changes recommended in a Victorian review would need to be signed off by the education council of all states, territorities and the federal government.
Education ministers from across the country met in Adelaide on Friday and agreed to a “narrow” review of how NAPLAN test results are reported.

The Herald Sun understands Victoria will now consider what more work could be done.
Victorian Education Minister James Merlino slammed the “stubborn refusal to act” with a broader review as a disservice to Australian students.
“It has been more than ten years since NAPLAN testing began and while we will always need a standard, fair and transparent assessment of how our students are tracking, we know it is not perfect,” he said.
“It is timely to look at how to improve it.”
After Friday’s meeting, Federal Education Minister Simon Birmingham slammed a “scare campaign” by unions and some states that he said was designed to end the testing.
“Some states wanted to engage in a review of NAPLAN that was essentially going to do what the unions have demanded and lead to a dismantling of basic literacy and numeracy assessments across the country,” Mr Birmingham said.
“The Turnbull Government won’t allow that.”
It is expected the review on how NAPLAN results are reported and used will finish in December.
