A starved and flea-ridden dog found dumped in a ditch in Manor Lakes has sparked an investigation by authorities.
The emaciated female bull arab was found “barely alive”, wrapped in a brown blanket and left by the side of the road near Manor Lakes Central Shopping Centre on March 11.

A concerned resident reported the grisly find to the RSPCA and the dog was taken to the U-Vet Werribee Animal Hospital to be examined.
The RSPCA confirmed the dog, who was aged between 18 months and two years, was unable to be saved and had to be euthanised.
RSPCA Victoria spokeswoman Sarah Gilbert said the dog was not wearing a collar and was not microchipped.
“Due to the lack of identification to assist us in our investigations, we’re urging anybody with information about this dog’s history or her background to come forward,” Ms Gilbert said.
“Even the smallest detail can help us to ascertain the truth as we work toward ending animal cruelty.”
Anyone found guilty of animal cruelty can face fines of up to $40,297 or jail.

It comes after an RSPCA report revealed Wyndham was among the top municipalities for animal cruelty cases last financial year.
There were 336 cases reported to the RSPCA in 2017-18, up from 294 the year before.
Wyndham is ranked fifth for animal cruelty cases, behind Greater Geelong (559 cases), Frankston (462), Ballarat (376) and Whittlesea (350).
There were 10,642 reports of cruelty across Victoria last financial year — about 29 a day.
Most reports were for animals left without enough food, water or shelter.
